SUPERVISORY CONTROLS: The supervisor sets the overall objectives of the total fitness and sports program and consults with the incumbent as needed in initiating and planning programs and activities, developing program priorities and schedules, and determining how and when work is done and how resources will be allocated. On the whole however, the size and specialized nature of the program places heavy responsibility upon the incumbent to plan and execute the many diverse activities involved, with unusual independence in both planning and program operation stages. The incumbent determines the approach to be taken and methodology to be used in achieving the fitness program objectives and resolves most conflicts that arise. Work is responsible for overall planning of programs, management of funds, budget, supplies, equipment, facilities and revenue generating activities, and maintenance of all facilities and recreational areas within jurisdiction. The participant population is within the large category and the presence of one or more commands, general officers, and high-ranking government officials further complicates the program. The work requires many decisions regarding the planning, implementation, and administration of the many different fitness activities possible within the available resources (e.g. space, supplies, equipment, and personnel); the interpretation of considerable data relating to program methods and techniques such as those relating to the organized activities of the base military community and special interest groups. There are also various decisions to be made in allocating financial and other resources among the various decisions to be made in allocating financial and other resources among the various activities in the light of customer's interests and needs, several of which can be in conflict with each other. A chief concern is the balancing of user requirements with the realities of available staff and financial resources. The volume and variety of activities not only represent an enhanced program of exceptional breadth and depth, but they must be planned and conducted in the face of several program management and environmental elements which further complicate the program. The incumbent decides which activities are staffed, and which have priority according to agency policy and participant interest. Multiple-use areas require frequent study to assess the results of the recreation activities involved and their impact upon natural resources. Long-range development projects must be continuously reviewed and where necessary, redirected, expanded, or revised to promote maximum accomplishment of objectives and to meet changing community interests and needs. There are extremely wide and varied tasks and duties requiring many different and unrelated processes and methods relating to traditional fitness and sports activities. Each of these activities requires developing, training, and qualifying leaders; and the purchase, maintenance and upgrading of specialized equipment along with written and enforced safety and operating procedures. Decisions regarding what needs to be done depend upon analysis of subject, phase or issues involved in each assignment, and the chosen course of action may have to be selected from many alternatives. The work involves conditions and elements that must be identified and analyzed to discern interrelationships.
SCOPE AND EFFECT: The purpose of the work is to supervise and coordinate all fitness programs offered through MWR and to conduct training as needed to ensure staffs are capable of providing these programs. Incumbent will develop programs that will contribute significantly to the physical readiness and health of all participants. Incumbent will develop program policies and procedures for a variety of problems, questions, and situations, which are typical of the activities, services, and operation of a large fitness program. The work involves the application of basic to complicated interpretations of program policies, rules, standards, and guidelines, test and measurements for effectiveness of the overall program. The diversity, volume and variety of programs and activities exceed conventional basic program and there are several elements that must be dealt with such as funds, facilities, equipment, human resources, and environmental elements, which must be dealt with in program planning and administration. On a day-to-day basis, the work involves the application of set standards to overall program planning and to the need of specific fitness programs and services. Evaluating program effectiveness against established criteria and participant interests and needs; analyzing and finding solutions to program problems and questions, such as health, safety, availability of facilities that impose restrictions or hazards to the program involved. Evaluation of effectiveness of programs must include public surveys, audience attendance, actual participation, and customer input on effectiveness of the program. The fitness program provided to the military community affects the overall efficiency of the numerous military activities of the base, and contributes substantially to the health, welfare, and the morale of the entire community.
PHYSICAL DEMANDS: Work is partially sedentary while in an office setting and moderately active while in the fitness center and at the outdoor facilities. Prolonged standing is required when conducting training classes. At times the work requires a heavy amount of physical exertion (e.g. lifting up to 75 pounds, preparing play areas for activities, demonstrating exercises, setting up and tearing down equipment, etc.). In addition, the work requires a well above average amount of physical dexterity and ability in a variety of fitness and sports activities in order to demonstrate and teach staff and program participants.
